That would be too easy and efficient - assign positions, update everybody on the essentials then head out the door AND have the returning shift respond in kind. Then the relieved officers really could legitimately and with peace of mind leave cause everybody is accounted for. A few of our sgts. do hold everybody on the building until all officers have been relieved and personally I like it that way. It's not like a couple of minutes are going to break you. The problem is that the agency wants everyone to come in early to get through the search and stay for turnout, but they don't want to pay for the overtime. You can't have it both ways. CO's should start submitting their real time worked which is policy and then leadership either signs it or they don't. Just because they say they won't sign it doesn't mean you shouldn't claim the time you were still required to be on the property.

I'm not nit picking here but shift hours are 6:00 (am/pm) - 6:30 (am/pm) unless of course you're H card. That's 12 hours (6:00 - 6:00) of "work time" and - how do they get away with it - PAYBACK of our own 30 minute "break." How much before 6:00 you choose to come in is your choice. As long as you're present in turnout - whether it be sitting or standing - and there to hear your assignment, you're in compliance. All I've ever said is that these are our hours and if the majority of us have to do the time why's it so hard for the others to follow suit?
