The testimony of Walter Harvey Ballard Junior about building tenders like Sonny Sellers in Ruiz v. Estelle was the forerunner to TDCJ's Safe Prisons program and eventually PREA. TDCJ agreed to set up the program to limit liability under the conscious indifference standards. The blood curdling testimony can be found by googling "Walter Harvey Ballard Jr." Once that testimony was out there TDCJ could not continue to feign a lack of knowledge. This was years after TDCJ guards transferred a young inmate into a cell with an aggressive homosexual after the inmate had complained of assaults. The young inmate committed suicide after getting his rectum torn up. TDCJ began the "Safe Prison" program at least a couple of years after the suicide, but shortly after the conclusion of the lawsuit. I suspect that what Bobo says about the findings in the reports is true. The program is designed to shield TDCJ from liability.

No experience necessary. The findings are directed so the evidence doesn't matter. As Marty would say, you hit the nail on the head, Bobo! The only way that you are going to get crossways with your supervisors in this position is, if you collect evidence and come up with your own objective findings in your reports. Notice how Accusedsnitch changed his tune when he became a candidate for the position? The guards who are no longer physically fit go for these sedimentary jobs. They do whatever they can. If they can't get one, they snitch, many times making unfounded allegations. A La lockumup or hadanuff or honestyisgolden. Want to explain how I changed My Tune..I went back and reread all my post...My Tune is the Same today as it was then.. I have wanted a Job like STG since Feb 2003 when I first became a Correctional Officer.. As for Being Physically Unfit..I still work harder on Shift than 50% of the Physically Fit Officers.. And Another thing I saw while on Shakedown...It was usually your So called sedimentary jobs who responded to ICS situations and arriving faster by running than your On Shift "Physically Fit" Officers I believe in bettering Myself by learning new stuff..I have never been out to just earn a paycheck.. Would you care to introduce yourself so we know your an Officer? I highly doubt it

Sorry if I stepped on any toes. Have a nice day. You didn't step on any toes. If I thought that your post would be gone. I encourage differences of opinion here. Back in 2012 when all that was posted I was the region 3 Safe Prisons Program Manager, and was responsible for the Safe Prisons Program throughout region 3. So, I have a bit of experience with the history of it. Prior to that I was an STG sergeant for several years, and an STG officer back in the mid 80's-mid 90's. So, I've seen a lot of history of the program. It's good discussion material. I'll say that most of the time in our agency when a new program is instituted it's USUALLY because of legislative action. And, the legislature usually reacts to something adverse that's happened, as it did in this case. Then, when our agency puts the program in place it designs the policies for the program to PROTECT the agency, and be within the law as it's written. But, first and foremost, the policy's have to protect the agency from lawsuits.

Decent supervisors. And, we got a good crew of officers, most all of which are veterans. Many of us are retired supervisors, retreads. We work VERY well together.

I googled "Walter Harvey Ballard Jr." More recently he has been charged with child porn and possession of meth. Walter Harvey Ballard Jr. is scheduled for trial at a Harris County District Court in January 2015. Walter Harvey Ballard Jr is a convicted pedfile or pedofile who fits into a category or glitch erroneously left out of the codified version of the Texas Penal Code. Therefore, he does not have to register as a sex offender. He is now out on bond; unregistered and free to do things that pedofiles do. Walter Harvey Ballard Jr. lives around 3417 Columbia in Houston, Texas.

Walter Harvey Ballard Jr is serving a thirteen year sentence at the Michael Unit. Like he did at Eastham in the eighties, he is constantly trying to get extra time in the law library where he prepares for litigation as a contractor for attorneys in the "free world".
